Receive, consider and act upon the use of a location in Town Hall for the occasional use for a Global Entry Enrollment Center (as requested by Director Rieser); 
The proposal to use a meeting room in Town Hall for a Global Entry Enrollment Center one to two days per month has no direct expense or revenue impact to the Township. U.S. Customs and Border Protection will provide their own staff, data systems and related peripherals to conduct the enrollments.  The economic impact to the Township is unknown, but having an Enrollment Center in the community will attract hundreds of visitors to The Woodlands each month. 
A proposal to provide an enrollment center location at Town Hall for the U.S. Customs and Border Protection (CBP) Global Entry program has been received.  

The Global Entry program is a U.S. Customs and Border Protection (CBP) program that allows expedited clearance for pre-approved, low-risk travelers upon arrival in the United States. Members enter the United States through automatic kiosks at select airports.

At airports, program members proceed to Global Entry kiosks, present their machine-readable passport or U.S. permanent resident card, place their fingerprints on the scanner for fingerprint verification and complete a customs declaration. The kiosk issues the traveler a transaction receipt and directs the traveler to baggage claim and the exit.

Currently available at 52 U.S. airports and 15 pre-clearance locations, Global Entry streamlines the arrival process at airports for trusted travelers. The program has more than 3.6 million members enrolled, and CBP receives approximately 100,000 new applications for Global Entry each month. As an added benefit, Global Entry members are also eligible to participate in TSA PreCheck™, the Transportation Security Administration’s expedited security program.

Travelers must be pre-approved for the Global Entry program. All applicants undergo a rigorous background check and in-person interview before enrollment. The interviews are conducted at Enrollment Centers located around the country.

The current Enrollment Centers in Texas are at the following locations:

  • Austin - Bergstrom International Airport
  • Brownsville, TX. -  U.S. Customs and Border Protection Office
  • Dallas/ Ft. Worth International Airport (DFW)
  • El Paso, TX  - U.S. Customs and Border Protection Office
  • Hildalgo, TX -  U.S. Customs and Border Protection Office
  • Houston Central Library
  • Houston George Bush Intercontinental Airport (IAH)
  • Laredo, TX - U.S. Customs and Border Protection Office
  • San Antonio International Airport 

The facilities needed for the Enrollment Center in Town Hall are minimal as the processing equipment is fully portable. CBP will provide their own staff, data systems and related peripherals to conduct the enrollments. A meeting room at the Township's Town Hall is proposed to be used once or twice a month for Global Entry applicants that have appointments with CBP and be processed at Town Hall without having to go to the  Houston George Bush Intercontinental Airport or Houston Central Library location. 
It is anticipated that two (2) CBP Officers would be assigned each day the enrollment center is open at Town Hall to enroll an estimated 100 Global Entry applicants each day.  The schedule for appointments for enrollments is likely to be between the hours of 8:00 a.m. and 5:00 p.m.  Signage in/around  Town Hall would be provided to direct applicants to the waiting area (Main Lobby) and interview room (Conference Room 516).
There is no adverse impact anticipated to the Township or its operations of the Resident Care Center related to the proposal as Town Hall has the capacity to dedicate a Conference Room two days per month for the Enrollment Center and adequate parking is available.

Providing a location for an Enrollment Center  within the Township is thought to be highly beneficial to the resident's of the Township. Not only will the proposed center serve as a convenient location for residents to enroll in the program, the center will attract hundreds of visitors throughout  the region to the community each month which will in turn have some level of positive economic impact.   

Approve the use of Town Hall for a Global Entry Enrollment Center and authorize the President/General Manager to execute any necessary agreements with U.S. Customs and Border Protection as approved to form by the Township Attorney.
