SUBJECT MATTER:
Receive, consider and act upon Host Venue Sponsorship Agreement with the  South County 4th of July Committee (C-2017-0424);
FISCAL IMPACT:
Per the terms of the agreement,  The Woodlands Township will continue to provide $20,000 per year to the South County Fourth of July Committee. 
BACKGROUND:
The Woodlands Township and/or The Woodlands Convention and Visitor's Bureau has historically provided funding to the South County Fourth of July Committee (Committee) for over 15 years. The Committee produces the annual 4th of July Parade that benefits the entire community.  The Committee's mission is to encourage, support, and celebrate our Nation's birthday through the largest parade north of Houston.

The parade dates back to the 1980’s when it was originally organized by The Woodlands Lions Club. The South County 4th of July Committee was organized in the early 1990’s.

This year marked the 42nd year of the parade. The parade has grown from a small hometown parade with families riding bikes to a large-scale regional event attracting 145 entries and more than 20,000 people attending. Parade goers start lining the streets by 7:30 a.m.

The parade supports and features our military Troops and Veterans through Military Service Branch entries. The media has indicated that The Woodlands parade has “the most Military presence of any parade in the Region.” The Texas Army National Guard and the U. S. Army Reserves have been participating in the parade since 2009.

The typical annual budget for the parade is approximately $45,000 and depends 100% on sponsor dollars. The budget has increased over the years due to increased security measures implemented for the safety of parade entries and spectators. A good portion of the budget pays for traffic control and security through Montgomery County Sheriff’s Department, pre-parade entertainment and the Marching Band Scholarship Program.

The Townships' annual funding has been subject to a Sponsorship Letter of Agreement.  It is recommended to enter into a three-year Host Venue Sponsorship Agreement with the same level of funding and terms so that the Committee and Township can benefit from an established continuation of services, stability and efficiencies.   A Host Venue Sponsorship Agreement has been prepared (Attachment A). The agreement is similar in form to other Host Venue Sponsorship Agreements the Township has in place and it mirrors the terms of the past one year sponsorship agreements with the Committee. 
 
RECOMMENDATION:
Approve the Host Venue Sponsorship Agreement with the South County Fourth of July Committee for the production of the 4th of July parade as presented and authorize the President/General Manager to execute the agreement as approved to final form by the Township Attorney.
