Meeting Date: 10/26/2016

Receive, consider and act upon a report on roadway noise as directed by the Board at the September 28 Board Meeting;
Limited costs were incurred in recording sound levels at these locations as the exercise required only staff and existing equipment.  The resident request  for a berm to reduce the sound levels at Reedy Pond had not been examined for potential cost or feasibility.
Upon receiving comments and concerns from a resident about roadway noise around his neighborhood adjacent to  Reedy Pond, the Board directed staff to measure sound levels at this location and also in the area of the Kuykendall and Flintridge intersection.   Park Rangers took readings three times per day on a Monday, Wednesday and Saturday basis at seven locations in these two areas over a two week period.  Readings were taken at the fence lines of residential properties between 7:00 a.m. and 8:00 a.m. each morning, between noon at 1:00 p.m. and again between  6:00 p.m. and 7:00 p.m. at each . A Foneso Digital Sound Level Meter was utilized  which has a accuracy of +/- 1.5 dB with fast and slow dynamic characteristic modes
The following is the average highs and lows of the readings; See Attachment A for  Reedy Pond and Attachment B for Kuykendall and Flintridge for the complete readings:
  Minimum Average Maximum Average
Reddy Pond 58.58 dB 63 dB
Kuykendall & Flintridge 57.42 dB 67.05 dB

The highest dB reading taken at Reedy Pond occurred at the location behind 14 Winter Wheat on Wednesday, October 5 at 6:05 p.m. with a dB level of 76.4.
The highest dB reading taken at Kuykendall & Flintridge occurred at the location behind 54 N. Spring Trellis on Saturday, October 8 at 12:25 p.m.. with a dB level of 81.0.

Sound levels were recorded with and without the fountain operating in Reedy Pond.  The readings indicate the fountain  contributes  1.5 dB to the level of the sound.

 Attachment C provides information to compare the findings against other sounds and their respective dB levels.
Receive the report and determine any further action.
