SUBJECT MATTER:
Receive, consider and act upon an award of bid for Sign Cleaning and Power Washing C-2016-0381;
FISCAL IMPACT:
$121,000 is allocated in the 2017 Park Operations Budget for sign cleaning and other funds are allocated in the  Town Center, Aquatics and Recreation 2017 Budgets for as needed pressure and power washing services.  The total amount of available funds relative to these services to over $150,000 in 2017. The lowest, most responsive bid received amounts to $131,945.00. 
BACKGROUND:

Regular cleaning of the village and neighborhood monument signs and roadside directional signs is necessary to ensure a well maintained community appearance. There are  approximately 470 neighborhood and  220 metal wayfinding roadside signs that the Township owns and/or  maintains.  In addition, this service contract addresses graffiti removal, when the graffiti is beyond the capabilities of Township staff,  and pressure washing large areas (tennis courts, basketball courts, Waterway Square, etc.) The current contract for sign cleaning and power washing expires December 31, 2017.  Routine maintenance of signs is necessary as the signs show mold and dirt over time and it became the community standard in 2000. 
 
Invitations for Bids was developed (Attachment A) for pressure washing, sealing, applying anti-graffiti coating, cleaning granite signs, stenciling letters, etc.  The contract is for 36 months and will commence on January 1, 2017 and end on December 31, 2019.  This bid was posted on The Woodlands Township website and advertised in The Villager on  August 18, 2016.  Bids were due on August 26, 2016 and four bids were submitted (Attachment B). A Bid Tabulation Summary has been prepared summarizing the four bids.  

Services included in this contract include:
  • Village and neighborhood monument sign maintenance.  Protocol for  includes cleaning (pressure washing), sealing, and the application of an anti-graffiti coating.  For this reason, the Monument Sign Maintenance Protocol Totals are located at the bottom of the Bid Tab Summary. 
  • Metal wayfinding sign cleaning.
  • Granite signs cleaning and polishing which is very limited. 
  • Pressure washing services (separate from signs) includes cleaning of tennis courts and basketball courts throughout the park system, as well as other building and pavilion projects as needed.  This services also includes  including graffiti removal from public areas.
 
Sievers Enterprises submitted the lowest overall bid for the necessary  services included in the bid.   Sievers Enterprises has provided services for the Township in the past on various sign cleaning, pressure washing and graffiti removal projects and has provided excellent service. 
 
RECOMMENDATION:
Award the bid to Sievers Enterprises to provide Sign Cleaning and Power Washing and authorize the President/General Manager to execute a service contract as deemed appropriate by the Township Attorney.
