Receive, consider and act upon approval and award of bid on the Residential Survey;
The Woodlands Township has $30,000 budgeted for Public Opinion Surveys in the Community Relations budget. As stated in the 2016 budget narrative, this line item is used to gauge public opinion of The Woodlands Township and its programs. This research includes public opinions about incorporation, development in The Woodlands, public safety, Township programs and services, and other related aspects, specifically geared to services and programs of The Woodlands Township.
The Woodlands Township traditionally conducts a survey of The Woodlands residents approximately every two years for purposes of obtaining resident opinions of services and for use as a budgeting and planning tool. Results are online on The Woodlands Township website.
In preparation for the 2016 survey, staff reviewed and updated the questionnaire to include most of the same questions as the previous survey in 2014. Staff presented the first draft to the Township Board of Directors at the March 2016 meeting. A second round of review was conducted by Township Directors at the April 21, 2016 meeting. A revised version of the 2016 Residential Survey instrument will be distributed to the Board of Directors in advance of the April 27, 2016 Board of Directors meeting.
The Woodlands Township received three proposals to conduct the survey, one each from Public Research Group, Creative Consumer Research and Respana. Township staff reviewed each proposal and compared each to the requirements in the RFP, including experience, references, methodology, sample size, confidence level and price. A brief overview is included below.

  • No past experience with The Woodlands Township, no governmental entity references
  • Method: Landline Telephone  Survey
    • Phone surveys to be completed all-day during the week, no weekends
  • Estimated Sample Size: 2,313
    • 95% Confidence Level with a  2% Confidence Interval
  • Price: $38,002.29
    • Additional $8,463.19 for inclusion of online survey
    • Online survey option can be used alone for $21,385.42
Public Research Group
  • Prior experience with The Woodlands Township, governmental entity references
  • Method: Mail Survey, Telephone Survey (Landline and Cellphone), Email Survey Document
  • Estimated Sample Size: 775
    • 95% Confidence Level with a 3.5% Confidence Interval
    • Add-on Option: More surveys for additional price (see below)
  • Price: $27,500
    • Additional $3,200 for 225 more surveys, changing Confidence Interval to 3%
Creative Consumer Research
  • Prior experience with The Woodlands Township, governmental entity references
  • Method: Web-based Survey and Telephone Survey (Landline and Cellphone)
    • Web-Based Collection includes Consumer Panel and Website Link
    • Phone Surveys to be completed weekday evenings and all day on Saturdays.
  • Estimated Sample Size: 1,200
    • 95% Confidence Level with a 2.81% Confidence Interval
    • Includes gender and age quota within each village
  • Price: $36,860
Based on the above information, staff believes all three companies could perform the survey well and are all very qualified. With this being said, staff recommends utilizing Public Research Group based on price which fits within The Woodlands Township Budget for this work.

Recommend approving Public Research Group to perform The Woodlands Township’s 2016 Resident Survey at a cost not to exceed $30,000 and the final survey document.
