SUBJECT MATTER:
Receive, consider and act upon a membership in The Interlocal Purchasing System (TIPS) Program;

BACKGROUND:
The Interlocal Purchasing System (TIPS) Program is a national purchasing cooperative that offers its members access to competitively procured purchasing contracts.  TIPS is governed by the Region 8 Education Service Center Board of Directors and is located in Pittsburg, Texas. 
 
Membership in a purchasing cooperative such as TIPS offers many benefits including but not limited to:
  • Access to competitively procured contracts with qualified vendors
  • Opportunities for greater efficiency and economy in acquiring goods and services
  • Access to pricing based on a “national” high-profile contract
     
An executed Interlocal Agreement is required to join TIPS.  The agreement as well as general information regarding the TIPS purchasing program is attached for the Board’s reference and has been reviewed by the Township’s attorney.  Either party may terminate the agreement without cause with sixty days prior written notice.  No fee is required to initiate or maintain membership in TIPS
RECOMMENDATION:
Approve The Woodlands Township’s membership in The Interlocal Purchasing System (TIPS) Program and authorize the President/General Manager to execute the Interlocal Agreement in connection therewith.
