  • Balance the need for increased staffing levels to address the growing population with the responsibility to invest in existing employees through compensation, training, and promotional opportunities.
  • Plan for employee compensation demands outside the Town’s control, including voter-mandated minimum wage increases and changes in national health insurance policy.

Presentation of a Financial Update and Direction to Staff Regarding Performance Management - Vince Lorefice, Town Manager
At the May 4th Town Council meeting, Council directed staff to cut the tentative budget by removing employee increases (4% budget allocation) and reallocate the money into the contingency as a safeguard due to COVID-19. Council directed staff to monitor the incoming revenues and bring back the performance management at a future meeting after the town had more data and showed a positive trend. The Town Manager has been updating Council each month on revenues. Retail trade continues to see record-breaking revenues, however, some items like construction sales tax and transient lodging continue to see decreases.    
I move to authorize the Town Manager to implement either performance management or cost of living to all employees at a budgetary impact of ____%.
