AGENDA ITEM:
Consider Resolution No. 2095, Approving the Revised Salary Plan for Fiscal Year 2017-18 and add New Job Descriptions for Public Services Director, Recreation Coordinator, Downtown Maintenance Ambassador, Economic Development & Community Relations Director and Special Events & Facility Rental Manager - Vince Lorefice, Interim Town Manager
BACKGROUND INFORMATION:
Interim Town Manager Vince Lorefice is doing a re-organization of positions in the Public Works and Parks Department.

Summary: Elimination of one Director position, combining Public Works & Parks to "Public Services Director". This salary savings will allow two additional entry level positions, "Recreation Coordinator" and "Downtown Maintenance Ambassador." In addition, there will be an elimination of the Community Center Manager position - reclassifying it to "Special Events & Facility Rental Manager." Lastly, a change of job title from Economic Development & Community Relations Manager to a Director role,with the new responsibility and oversight of the Special Events & Facility Rental Manager.
  • Public Services Director - This postilion will have five managers that report to them: Natural Resources & Recreation Manager, Parks/Facilities Manager, Streets/Sanitation Manager, Water/Wastewater/Electric Manager, Office/Fleet Manager. Will oversee the duties of the previous PW and Parks Directors streamlining communication and duties with its subordinates.
  • Recreation Coordinator - This position will work under the supervision of the Natural Resources & Recreation Manager providing support, planning, organization and coordination of recreation programs, sports programs and special events.
  • Downtown Maintenance Ambassador - This position will work under the supervision of Streets/Sanitation Manager leading the downtown area in hospitality as a goodwill ambassador while providing maintenance and upkeep of the Town's streets, buildings and surrounding grounds, sanitation services, parks, recreational facilities and surrounding grounds.
  • Economic Development & Community Relations Director - Under direction of the Town Manager, position leads the implementation of the Town’s economic development activities including recruitment and retention of quality businesses, including expansion of operations, and supervision of the Special Events and Facility Rental Manager position focusing on marketing and sales of our current facilities bringing economic growth and activity to the Town of Wickenburg. Position also assists in the duties of a Public Information Officer.
  • Special Events & Facility Rental Manager (Job re-class) - This position will work under the supervision of the Economic Development & Community Relations Director planning, organizing  and managing subordinate supervisors and staff, operations, projects, programs and activities of the Special Events & Facility Rentals including but not limited to development, coordination, implementation and daily activities of the recreation, events, and related programs; have oversight of staff and recreation facility usage; have budge responsibility; and, are charged with the program supervision and marketing of services and/or programs. The focus of this position is sales, marketing and revenue generation of our current facilities.
There will not be additional budget required for this organizational restructure, the savings of the Director position will allow for two more entry level positions in the same department(s).

SUGGESTED MOTION:
I move to approve Resolution No. 2095, approving the revised Salary Plan for Fiscal Year 2017-18 and add new job descriptions for Public Services Director, Recreation Coordinator, Downtown Maintenance Ambassador, Economic Development & Community Relations Director and Special Events & Facility Rental Manager.
