WELCOME! We are very glad you have joined us for the Roswell City Council meeting. If you wish to speak, please sign up at the podium prior to 6:00 p.m. In compliance with Resolution 19-37, all matters listed under Consent Items/Consent Agenda are considered routine by the City Council and will be approved by one motion. There will be no separate discussion on these items. If any member of the council desires to discuss the matter, that item will be removed from the consent agenda and will be considered separately. Any item approved as part of the consent agenda is not an agenda item for the purpose of public participation. The Council is pleased to hear relevant comments; however, a 3-minute limit is set in accordance with Resolution 17-65 (Governing Body Rules of Order). Large groups are asked to name a spokesperson. 4.   PUBLIC HEARING - Hold a public hearing and vote on Proposed Ordinance 19-04 a Bond Ordinance and attendant documentation for the issuance of Leprino Foods Company industrial revenue bonds. (Stubbs/Holloman)

5.   Consider scope of work for RFP-20-001 Professional Services for Design of Lea/Deming Bridge Replacement.
 
6.   Consider award of Hot In-Place Recycling to Dustrol, Inc. of Pueblo Colorado in the amount of $643,304.77 which includes GRT.  The City will utilize State Price Agreement 60-805-16-14088.
 
7.   Consider award of Microsurfacing to IPR Ltd. of Albuquerque, NM  in the amount of $559,603.85 which includes GRT.  The City will utilize State Price Agreement 61-805-15-13307.
 
8.   Consider approval of the Memorandum of Understanding (MOU) for housing of stray county animals at the Roswell Animal Shelter. 
 
RIAC Leases
 
9.   Consider approval to authorize EAN Holdings, LLC, a Delaware Limited Liability Corporation, to renew their current lease agreement on counter space in Building No. 1 and 10 parking slots on the east side of the Terminal. 
 
10.   Consider approval to authorize J&S Mechanical, LLC, a New Mexico Limited Liability Corporation, to renew their current lease agreement on Building No. 61 and the fenced area surrounding the building. 
 
11.   Consider approval to authorize HomeTech Improvements, LLC, a New Mexico Limited Liability Corporation, a new lease agreement for an office space in Building No. 1.

12.   Resolution 19-56 - Weeds - The Resolution shall mandate the cleanup of approximately forty (40) separate properties within the City.
 
13.   Resolution 19-57 - Condemnations - The Resolution shall require the removal or demolition of seven (7) dilapidated structures.
 
14.   Resolution 19-58 - Consider approval of Resolution 19-58 to amend fiscal year ending June 30, 2019, approved budget.
 
15.   Resolution 19-59 - Consider approval of Resolution 19-59 to amend fiscal year ending June 30, 2019, approved budget.
