WELCOME! We are very glad you have joined us for the Roswell City Council meeting. If you wish to speak, please sign up at the podium prior to 6:00 p.m. All matters listed under Consent Items/Consent Agenda are considered routine by the City Council and will be approved by one motion. There will be no separate discussion on these items. If two members of the council desire to discuss the matter, that item will be removed from the consent agenda and will be considered separately. Any item approved as part of the consent agenda is not an agenda item for the purpose of public participation. The Council is pleased to hear relevant comments; however, a 3-minute limit is set in accordance with Resolution 17-49. Large groups are asked to name a spokesperson. 2.   Proposed Ordinance 18-04 - Consider approval of Proposed Ordinance 18-04 to hold a public hearing and vote on Proposed Ordinance 18-04 amending Sec. 2-96 of the Roswell City Code pertaining to definitions and applicability of ordinance governing boards and commission. (Stubbs/Holloman)
3.   Public hearing – Hold a public hearing and vote on a small brewer liquor license with on-premises consumption only, located at 1719 SE Main Street Roswell, NM 88201. (Oropesa/Holloman)

4.   Project ITB-18-006, RIAC Runway Improvement Pavement Maintenance Project -  Consider approval of award Project ITB-18-006, RIAC Runway Improvement Pavement Maintenance Project to qualified bidder Constructors Inc. of Carlsbad, NM in the amount of, $1,164,909.12, which includes tax rate of 7.8333%. 
5.   RFP-18-015 Street Condition Survey - Consider award of RFP-18-015 Street Condition Survey to IMS (Infrastructure Management Services), Tempe AZ. 
6.   RFP-19-001 Bicycle & Pedestrian Master Plan professional service - Consider approval of the “Scope of Work” for proposed RFP-19-001 Bicycle & Pedestrian Master Plan professional services. 
RIAC Leases
7.   Consider approval to authorize New Cingular Wireless PCS, LLC a Delaware Corporation, to amend their current lease agreement on a parcel of land. 
8.   Consider approval to authorize J&S Mechanical, LLC, a New Mexico Corporation, a new lease agreement on Building No. 61.
9.   Resolution 18-40 - Weeds - The Resolution shall mandate the cleanup of approximately thirty-six (36) separate properties within the City.
10.   Resolution 18-41 - Condemnations - The Resolution shall require the removal or demolition of five (5) dilapidated structures.
11.   Consider approval of the minutes from the regular City Council meeting of June 14, 2018, and the workshop of June 8, 2018.
12.   Resolution 18-36 - Discuss and consider approval of Resolution 18-36: Recreation Division Fee Schedule. (Sanchez/Gilbert)
13.   Resolution 18-38 - Consider approval of Resolution 18-38 which provides support of Transportation Alternative Project (TAP) application in the amount of $129,000 for the Hondo Trail Project. (Oropesa/Najar)
14.   Resolution 18-39 - Consider approval of Resolution 18-39 which provides support of Recreational Trail Project (RTP) application in the amount of $149,000 for the Spring River Trail Project. (Oropesa/Najar)
15.   Discuss and consider approval of Resolution 18-42 to support the potential donation and installation of Horizons Park All-Inclusive Playground. (Sanchez/Gilbert)
16.   Resolution 18-43 - Consider approval of Resolution 18-43 honoring the memory of Army Sgt. Christopher Sanders and requesting that the New Mexico Department of Transportation undertake the dedication of a pedestrian overpass on North Main adjacent to the east side of the New Mexico Military Institute as a memorial to Sgt. 17.   Resolution 18-44 - Consider approval of Resolution 18-44, amending Resolution 18-27, a resolution creating the Roswell Airport Advisory Commission, to include a provision providing for the size, terms and first slate of appointments. (Stubbs/Holloman)
18.   Resolution 18-45 - Consider approval of Resolution 18-45 establishing guidelines for capitalizing capital assets. (Grant/Garcia)
19.   Consider proceeding with a Drinking Water Loan through New Mexico Finance Authority with Public Water System Letter of Binding Commitment DW-4196 in the revised amount of $5,381,142, with a 22 year term at 1.94%. (Oropesa/Najar)
20.   Discuss and consider approval of policy LB0002 Library Fines and Fees. (Sanchez/Gilbert)
21.   Consider approval of the contract for advertising and marketing services with Cubic, Inc. (Stubbs/Holloman)
22.   ITB-18-004 Building Demolitions - Consider approval of award recommendation for ITB-18-004 Building Demolitions and authorize the City Manager to enter into contract negotiations with a pool of seven contractors for a Multi-Contractor/Multi Source ITB. (Sanchez/Mathews)

CLOSED SESSION -  Consider a closed session pursuant to NMSA 1978 § 10-15-1(H)(7), to discuss attorney-client privilege pertaining to threatened or pending litigation in which the City of Roswell is or may become a participant regarding RIAC leases, and pursuant to NMSA 1978 § 10-15-1(H)(8), to discuss the purchase, acquisition or disposal of real property of water rights by the public body regarding RIAC leases.
