Resolution 21-26 - Consider Resolution 21-26 Sidewalk repair Funding & Prioritization Program. (Roebuck/Najar)

The gist of the resolution as presented by Councilor Roebuck is: City Manager or his designee will, at least once a year, submit to the Governing Body via the Infrastructure Committee a priority list for sidewalk repairs for amendment and approval. For the top priority and urgent projects, costs estimates should be included.
Other discussion should include: How would locations be chosen? Economic need of neighborhoods, traffic count, pedestrian count, proximity to schools, street classification, politically? How much would be allocated to sidewalk repairs/improvements? Would this be from General Fund?
Proposed resolution would not change City Code 22-15 which addresses maintenance and repair of sidewalks:
"Maintenance, repairs, and reconstruction of all sidewalks shall be the responsibility of owner(s) of property which abuts such sidewalks. Property owners(s) shall be responsible for replacement of any removed sidewalk within 30 days of removal, with the exception of removal of sidewalk done by a governmental agency. The city shall not be responsible for such maintenance or replacement of sidewalk, unless the maintenance, removal or replacement is caused by the City of Roswell.
No financial consideration at this time.
Legal has reviewed proposed Resolution.
BOARD AND COMMITTEE ACTION:
The Infrastructure Committee recommended (4-0) to send Resolution 21-26 SIDEWALK REPAIR FUNDING AND PRIORITIZATION PROGRAM to City Council of May 13, 2021.
