Resolution 19-04 - Consider approval of Resolution 19-04 to recommend declaring the City Council intent to use Urban Development Action Grant Funds (UDAG) at the Roswell International Air Center. (Grant/Fuentes)
  • On February 28, 1980, the City of Roswell Governing Body adopted Resolution No. 1767 “…Declaring the City Council’s Intent to Retain Urban Development Grant Money in the Airport Fund.”  
  • The UDAG application submitted was to “assist in project expansion by Transportation Manufacturing Corporation (TMC) at the Roswell Industrial Air Center (R.I.A.C.)”.  
  • Resolution No. 1767 directive was for the funds to be used for the industrial activities of TMC and “used to facilitate additional industrial development at the R.I.A.C.” 
  • Some of the activities or improvement made with the UDAG funds included items such as:
  • Acquisition of equipment 
  • Hanger Renovations & Improvements
  • Rehabilitation of Buildings
  • Hanger Addition
  • Installation of paint booth, heating system and air handling equipment
  • Purchase of building, equipment and inventory for business
  • Operational expenses of the equipment purchased
  • HVAC System
  • On August 2017, the Office of Policy Development and Coordination (OPDC) posted on the HUD Exchange web page a notice that the Community Planning and Development – Urban Development Action Grant (UDAG) portfolio was closed.
  • Since the program ended and grant closed, the HUD Community Planning and Development Office opinion is that there are no obligations from the entity with regards to use of the funds.
  • Resolution No. 1767 still remains in effect.

The Finance Committee recommended approval (3-0) of Resolution 19-04 at their meeting on January 3, 2019.
  • UDAG allowed a wide range of activities and the language provided in the Resolution is broad enough to provide flexibility on the use of the funds.
  • Repeal Resolution No. 1767, adopt a new resolution memorializing the history, and revise the dedication of the funds.
