1.   Consider approval of Consent Agenda:
 
a.   Minutes from the May 31, 2017 special call meeting and June 5, 2017 regular meeting.
 
b.   Acknowledge the following reports and minutes:
  • License Payment Report for May 2017
  • Project Payment Report for May 2017
  • Planning Commission Minutes from May 3, 2017 meeting
 
c.   Acknowledge Oklahoma Municipal Retirement Fund normal Retirement for Mary Clarice Brock.

f.   Approve renewal of the following agreements for FY 2017-2018:
 
1.   Agreement with Youth and Family Resource Center, Inc. (Hope House) for Juvenile Services.
 
2.   Agreement with YMCA for use of recreational facilities known as Lions Club Park, Dockery Park, Milstead Park and Lilac Park.
 
3.   Agreement with Shawnee Twin Lakes Trap Club for use of city property known as Trap Range.
 
4.   Agreement with YMCA for use of mower, city property, for maintenance of Dockery Park, Lions Club Park, Milstead Park and Lilac Park.
 
5.   Gordon Cooper Technology Center (GCTC) District No. 5 to provide repaving and repair of public roadways and parking lots used by students, faculty, employees and patrons of GCTC.
 
6.   Animal shelter facility agreement with City of McLoud.
 
7.   Agreement with McLoud Public Works Authority for use of mower, city property, for maintenance of Wes Watkins Reservoir.
 
8.   Governmental Services contract with the Shawnee Civic and Cultural Development Authority.
 
9.   Agreement with Central Oklahoma Economic Development District (COEDD) for space in the Municipal Auditorium.
 
g.   Approve Agreement with Shawnee Shotgun Club for use of the facilities and property located generally at the Northeast corner of Patterson Road and Hardesty Road.
 
h.   Approve renewal of excess liability policy for Workers’ Compensation with Safety National Casualty Corporation for July 1, 2017, through June 30, 2018.
 
i.   Approve Collective Bargaining Agreement with International Union of Police Associations (IUPA) Local No. 3.
 
j.   Approve Community Service Contract Review Committee Recommendations for Fiscal Year 2017-2018:
 
1.   Consider renewal of the contract with Visit Shawnee, Inc. for FY 2017-2018. (Deferred from June 5, 2017 City Commission meeting)
 
RECOMMENDATION:  To renew contract for FY 2017-2018 to collect hotel/motel tax and to distribute 94% of such collection to Visit Shawnee, Inc.

3.   Presentation by City Manager to Employee of the Month, Jason Purswell, Utilities Administration.
 
4.   Discussion, consideration and possible action on Clint Latham’s appeal of an Administrative Order requiring the demolition of the residential structure located at 703 South Pottenger. (Deferred from June 5, 2017 City Commission meeting.)
 
5.   Discussion, consideration and possible action to approve an ordinance regarding combining the City of Shawnee Beautification Committee with the Shawnee Chamber of Commerce Beautification Committee into one committee.
 
6.   Consideration of approval of a budget for Fiscal Year 2017-2018.
 
7.   Consideration of a resolution adopting the budget for the City of Shawnee for the period of July 1, 2017 through June 30, 2018 finding all things requisite and necessary have been done in preparation and presentation of budget.
 
8.   Public hearing and consideration of an ordinance to rezone property located at the southwest corner of 45th Street and Union Avenue from A-1; Rural Agricultural to C-3; Highway Commercial District.  Case No. P04-17.  Applicant:  Sky Ortho/SWM & Sons, Inc.
 
9.   Public hearing and consideration of an ordinance to rezone property located at 4006 North Kickapoo Street from R-1; Single Family Residential District to C-3; Highway Commercial District.  Case No. P06-17.  Applicant:  Nelmon Brauning.
 
10.   Public hearing and consideration of an ordinance to rezone with a conditional use permit for property located at 31807 Lake Road to allow for a manufactured home.  Case No. P07-17.  Applicant:  Paige Giddens
 
11.   Consideration of a Preliminary Plat for Dockery Addition located at 5000 North Union Avenue. Case No. S01-17. Applicant: The Landrun Group, LLC
 
12.   Consideration of a Final Plat for Dockery Addition located at 5000 North Union Avenue. Case No. S02-17. Applicant: The Landrun Group, LLC
 
13.   Consideration of a Final Plat for Domino Plaza Addition Section I located at the northeast corner of 45th Street and Harrison Avenue. Case No. S03-17. Applicant: Shawnee Harrison, LLC
 
14.   Discussion, consideration and possible action to approve an ordinance adopting and enacting a new code for the City Commission.
 
15.   Acknowledge Sales Tax Report received June 2017.
