SUBJECT:
Discussion and possible action regarding an Ordinance of the City of Sapulpa, Oklahoma, Amending Part 13, Public Safety, Chapter 4, Civil Emergency Management, By Adding New Section 13-411, Violation and Penalties; Providing for an Effective Date; Repealing All Ordinances or Parts of Ordinances in Conflict with this Ordinance; and Providing That If Any Part or Parts of this Ordinance Are Held Invalid or Ineffective, the Remaining Portions Shall Not Be Affected; and Declaring an Emergency.
BACKGROUND:
This item follows from the recent State issued declarations of emergency by Governor Stitt and the local declarations from the Mayor. Currently, such emergency orders are enforceable under the general penalty provision of the City Code, Section 1-108, by fine not to exceed Two Hundred Dollars ($200.00). This amendment would clarify that a violation of such orders are enforceable under a specific penalty provision in the emergency management chapter of the public safety part of the Code by fine not to exceed Five Hundred Dollars ($500.00) and utility cut-off for recidivist violators. 
RECOMMENDATION:
Staff recommends approval and adoption of the Ordinance as stated.
