RECOMMENDATION
Hold second reading of an ordinance repealing in its entirety Pacific Grove Municipal Code 3.42.
DISCUSSION
No substantive changes were made between the first and second reads of this ordinance.  The City clerk caused the summary of the ordinance to be published on September 9, 2021.  

The City of Pacific Grove’s Golf Links Advisory Committee (GLAC) was created to make recommendations to the City Council in matters pertaining to the overall operation of the Pacific Grove Golf Links. Matters to include, golf maintenance, the golf shop and clubhouse. 
The GLAC is composed of members representing each of the golf course clubs, (men’s, women’s and senior) along with a member from the hospitality industry and at large members. The GLAC provides an avenue for City staff, golf course management, and members of the public to discuss golf course related items.

Since 2014, the golf course has been managed and operated by CourseCo, a golf course management firm contracted by the City. CourseCo is now responsible for the management of the golf course and the role of the GLAC has been reduced, limiting it to communication of City and CourseCo activities as well as projects at the golf course. At the October 2020 and February 2021 GLAC meetings, the GLAC considered and reviewed the potential dissolution of the GLAC altogether. At the request of the GLAC, Staff presented the item and requested that the members of the three clubs return to their membership for input.

The City’s Charter Article 26(d) has established the Recreation Board, which acts in an advisory capacity to the Council and City Manager in all matters pertaining to the operation of a City recreation program and “(4) perform such other duties relating to the recreation program as the Council may require by ordinance or resolution." At its May 26, 2021 meeting, the GLAC approved a recommendation to dissolve the Committee. CourseCo and City Staff have specified a willingness and ability to communicate directly with the three Clubs (men’s, women’s and senior) about up and coming evens and information that needs to be disseminated. 
OPTIONS
  1. Take no action; taking no action will result in the GLAC not being dissolved. 
  2. Provide alternate direction.
FINANCIAL IMPACT:
There is no impact in dissolving the GLAC.
