RECOMMENDATION
Discuss and determine EDC Goals for Fiscal Year 21-22.
DISCUSSION
Pacific Grove Municipal Code (PGMC) Section 3.40.070 outlines the powers and duties of the Economic Development Commission (EDC):

(a) Devise and recommend economic development and enhancement strategies and programs to the city manager and council; and
(b) Assist the city’s businesses and job seekers in their efforts; and
(c) Help meet the shopping and service needs of local residents by promoting retail business interests; and
(d) Ensure coordination of efforts by the Pacific Grove chamber of commerce, the Pacific Grove business improvement district, the hospitality improvement district, the Monterey County convention and visitors bureau and the city; and
(e) Perform other duties and functions as set out in this chapter or as may be required from time to time by specific direction of the council. [Ord. 14-020 § 2, 2014; Ord. 10-005 § 5, 2010].

This PGMC section, along with direction provided by the Pacific Grove City Council via their recently adopted Goals and Tactics (reference the August 4, 2021 Pacific Grove City Council meeting), could provide the basis for the EDC's goals for Fiscal Year 21-22.  In particular, the City Council's adopted Goals and Tactics related to local business recovery could form a good base for EDC goals:

CITY COUNCIL GOAL: 
Facilitate Local Business Recovery: Review, and revise existing policies and programs, and develop a strategic plan to better serve existing businesses while attracting new commerce to better stimulate the economy and revitalize commercial corridors, especially the downtown.

CITY COUNCIL GOAL TACTICS:
a) Evaluate Chamber of Commerce recommendations for reducing Downtown business regulations
b) Establish HdL customer feedback process to solicit input from business owners and City staff on HdL performance
c) Provide streamlined permitting process for downtown properties
d) Create a small business recovery plan through community engagement with stakeholders
e) Establish a music/entertainment program to attract visitors and assist business recovery
f) Develop a long-term plan, including a parking plan/study, for best use/configuration of the downtown

As a City advisory board to the Pacific Grove City Council with an allocated $38,000 annual budget, it is important for the EDC to determine its goals in order to correspondingly allocate its annual spending plan.  At the July 15, 2021 EDC meeting, a subcommittee was formed to determine recommendations for the Fiscal Year 2021-22 spending plan.  Since the July 15 meeting, the subcommittee has met twice, and is making steady progress towards preparing recommendations, which are anticipated to be brought forward at the September 2021 EDC meeting.  Perhaps also helpful in formulating potential EDC goals for Fiscal Year 2021-22 will be the 12 to 15-Hour Downtown for Pacific Grove presentation from HdL EconSolutions (Barry Foster and Angela Tsui), which is also on this EDC agenda (meeting of August 12, 2021).
