a.   A request from the Lorain Utilities Black River WWTP Department for approval of a purchase order for Advanced Instruments in the amount of $31,156.00 for the purchase of a Teledyne Isco Laser Flow Sensor.  Sensor will be used for total flow reports of the plant and to control flow proportionate equipment.  Funds to be provided from GL 6130.P613.6310.6700.1500

b.  
A request by the Lorain Utilities PQM Department to approve a purchase order for Buckey Pumps, Inc., in the amount of $7,897.00 for the cost to repair the trickling filter pump. Funds to be provided from GL 6130.P613.6420.6700.1306

c.   Approve a request to open a Purchase Order to Great Lakes Deconstruction in the amount of $48,800.00.  This will be for the demolition of 3 properties located at 223 West 23rd, 216 East 31st, and 1503 Reid.  Bids were also received from All American Trucking in the amount of $88,900 and Gregory Trucking in the amount of $80,700.  These demolitions will be paid for out of PY19 Block Grant Funds.

The Building, Housing and Planning Department requests approval for an Emergency Home Repair project to replace a roof and gutters through Advanced Builders at 613 E. 35th St. for Rachel Davis in the amount of $8,882.50, which includes a 10% contingency of $807.50. Quotes, were received from Bill Jackson Roofing $7,500.00 and Dan Williams Roofing $5,300.00. All three of these quotes are current quotes obtained within the last two weeks. Advanced Builders was selected to complete the roofing and gutters work for the following reasons: local business, 15 year labor warranty, replacing damaged fascia and damaged gutters on front and back of house.
 
This resident was approved at BOC on May 24th, 2019 for basement waterproofing and roofing and gutters. The total amount for all the work at that time was $18892.50, which included a 10% contingency of $1,717.50. Joel Jacovetti Program Manager I, spoke to both contractors regarding starting work and at that time found out that Stan Yourkvitch of Stan’s Roofing & Builders, Inc. was not interested in the job anymore.Stan stated that he does not work on steep and high roofs, he is focusing on walkable ranch style roofs. Stan’s Roofing and Builders, Inc. cost was $10,642.50, which includes a 10% contingency of $967.50. Mr. Gonzalez of Gonzalez Basement Waterproofing said that the quote was still good and he is willing to complete the work, cost of $8,250.00, which includes a 10% contingency of $750.00.
 
The Building, Housing and Planning Department is only requesting approval for the new roofing and gutter quotes, since the waterproofing was already approved. With this new roofing and gutter quotes the total amount for all the work will be $17132.50, which includes a 10% contingency of $1,557.50. Since, this has taken a considerable amount of time to get the work started and Stan’s Roofing and Builders walking away from the project the Building, Housing and Planning Department will not be requiring the resident to pay the $2,132.50 cost above the $15,000 Emergency Home Repair program limit.
