a.   S/S Dir. Given's transmittal of Law Dir. Riley's ltr dated 8-28-18, addressing the anticipated increases to the Housing Court Docket due to PMC citations and the related expenditures.  
b.   Correspondence from Officials of the Lorain Municipal Court urging Council to pass a resolution opposing Issue 1 and strongly urging all citizens to also vote no on Issue 1. 
6.   CORRESPONDENCE FROM OTHER GOVERNMENTAL AGENCIES:
a.   Public Notice of Receipt of 401 Application received from the Ohio EPA on September 17, 2018, and will give consideration to the issue of whether to issue or deny a water quality certification for the maintenance dredging of sediments in the Lorain Harbor.   
b.   Public Notice from the Ohio EPA advising of the FInal Issuance of Certification for the Lorain Harbor Dredging project for FY 2018.
c.   OH EPA notice advising of the acceptance and approval of plans for the proposed water main extension, about 480' of 8" pipe in Boulder Lane extending north from existing pipe in Phase 1 to proposed Phase 5 for Cornerstone Farms Subdivision #3.
d.   Ohio Dept of Liquor Control's notification of an application for a New D1, D2 permit application for Cooper Deli & Groceries @ 1408 Cooper Foster Park Rd. 
7.   CORRESPONDENCE FROM THE GENERAL PUBLIC:
a.   Correspondence from Rhoda Lee requesting the opportunity to address City Council on matters pertaining to violence in City of Lorain.

a.   BUILDING & LANDS & ALL COUNCIL COMMITTEE: (1)
9.   LEGISLATION - FIRST READING:
a.   ____Reso. commemorating and celebrating the 90th Anniversary of the Mexican Mutual Society in the City of Lorain, OH.
b.   ____Reso. approving the termination of the Cultural Project Cooperative Use Agrmt. entered into by the State of Ohio, acting through and by the Ohio Cultural Facilities Commission & Lorain Civic Center Committee LLC.
c.   ____Ord. authorizing the S/S Dir. to take all actions necessary to terminate the guarantee agrmt. made between the City of Lorain and State of Ohio, acting through and by the Ohio Cultural Facilities Commission.
d.   ____Ord. authorizing the S/S Dir. to accept a grant from the Ohio Bureau of Worker's Compensation for the purchase of safety equipment & executing all documents associated with its award. 
e.   ____Ord. authorizing the S/S Director to enter into a contract for the Broadway Streetscape project in the City of Lorain.
f.   ____Ord. authorizing the S/S Dir. to enter into a contract with a Professional Engineering Firm for professional services related to the construction of the Broadway Streetscape project. 
g.   ____Ord. amending Cod. Ord. Section 913.305 - Rates for Sewer Rental Outside of the City Limits. 
h.   ____Ord. assessing the cost to abate nuisance by removing noxious vegetation and trees.  
i.   (A MOTION IS REQUIRED TO WAIVE THE 72-HR. RULE AND ADD THE FOLLOWING FOUR (4) ITEMS TO THE AGENDA FOR CONSIDERATION.)
____Resolution approving a petition for the creation of an Energy Special Improvement District, Special Assessments for Special Energy Improvement Projects and a Plan for public improvements. 
j.   ____Resolution approving the necessity of acquiring, constructing and improving certain public improvements in the City of Lorain in cooperation with the Lorain Energy Special Improvement District. 
k.   ____Ord. determining to proceed with the acquisition, construction, and improvement of certain public improvements in the City of Lorain, Ohio in cooperation with the Lorain Energy Special Improvement District.
l.   ____Ord. levying special assessments for the purpose of acquiring, constructing, equipping and improving certain public improvements in the City of Lorain, Ohio in cooperation with the Lorain Energy Special Improvement District.
10.   LEGISLATION - SECOND READING:
a.   ____Ord. authorizing the S/S Dir. to enter into a contract for the hauling and disposal of liquid sludge and filter cake from two (2) WPC plants for a period of two (2) years w/optional one (1) year extensions. 
b.   ____Ord. authorizing the Safety/Service Director to adv. for bids/enter into a contract for the purchase of water meters/meter equip. for use by the Utility Dept. for a one-year period w/optional one year extensions. 
c.   ____Ord. authorizing the S/S Director to enter into contracts for the purchase of supplies for use by the Utilities Dept. 
11.   LEGISLATION - THIRD READING:   (none)
12.   COMMITTEE CALLS:
  • A Public Hearing will be held on Monday, Oct. 15, 2018 @ 5:30 p.m. to discuss the application to rezone 3 parcels  located on Arizona Ave. from R-PUD to I-1 Light Industrial - Special Land Use w/conditions to allow for storage units.
  • The Parks & Recreation Committee meeting has also been rescheduled to Monday, Oct. 22, 2018 @ 6 p.m. to discuss a possible smoking ban on city-owned property.

THINGS TO KNOW

Bulk Pick Up will be the week of October 7.
