PURSUANT to A.R.S. Section 38-431 .02, notice is hereby given to the Globe City Council and to the general public, that a Regular Meeting of the Globe City Council will be held on Tuesday, April 9, 2019, at 6:00 p.m. in the City Council Chambers, 150 N. Pine Street, Globe, and Gila County, Arizona.

The City of Globe Council may recess the public meeting and convene into Executive Session for the purpose of discussion or consultation for legal advice with the City Attorney regarding any item listed on this agenda pursuant to A.R.S. § 38-431.03 (A)(3) and (4). The Mayor reserves the right, with the consent of Council and according to City Code Section 2-4-8, to vary the order of the agenda. The agenda for this meeting is as follows:

2.   COMMUNITY CALL TO THE PUBLIC

Any citizen desiring to speak on a matter that IS NOT scheduled on this agenda may do so at this time. This is a time for the public to comment to members of the City Council explicitly not to members of staff.  Comments will be limited to three minutes per person and shall be addressed explicitly to the to the City Council and addressed to the City Council as a whole public body, and not to any individual member. Please complete a "Request to Speak Card", located with the Agendas at the rear of the Council Chambers and turn it in to the City Clerk prior to the beginning of the meeting. Issues raised shall be limited to those within the jurisdiction of the City Council. Pursuant to the Arizona Open Meeting Law, the City Council cannot discuss or act on items presented at this time. At the conclusion of the call to the public, individual City Council members may (1) respond to criticism made by those who have spoken, (2) ask staff to review a matter, and (3) ask that a matter be put on a future agenda.

4.   CONSENT CALENDAR: Matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion and one vote. Public Hearing items are designated with an asterisk (*). Prior to consideration of the Consent Agenda, the Mayor will ask whether any member of the public wishes to remove a Public Hearing item for separate consideration. Members of the Council and or staff may remove any item for separate consideration.
 
A.   Consideration of Waiver of Section 2-4-10 (A) [prior discussion rule] to allow action on the balance of the consent Agenda:
 
1.   Accounts Payable: Approved
 
B.   Consideration of agreements and purchases less than $25,000. (Jeannie Sgroi) Approved
 
C.   Consideration of new building permits as of April 1, 2019.  (Chris Collopy) Approved
 
D.   Consideration of the Fleet Report.  (Brandon Gillum) Approved
 
5.   NEW BUSINESS:
 
A.   Discussion and direction to staff to move forward with the advertisement of  a Request for Statements of Qualifications (RSOQ 2018-0071) for On-Call Electrical Engineering Services, to be initially funded out of Account #50-80-51234 Water Contractual Services and Account #51-80-51234 Waste Water Contractual Services, with possible WIFA reimbursement.  (Jerry Barnes) Approved
 
B.   Discussion and consideration to approve Resolution No. 1793- Removing uncollectible water utility debt owed to the City of Globe in the amount of  $8553.20.  (Jodi Martin)

Resolution No. 1793 - A Resolution of The Mayor and City Council of The City of Globe, Gila County, Arizona, providing for treatment of certain debts owed The City which have been deemed potentially uncollectible and removing same from the records as assets of The City of Globe and providing directions for future treatment of same.

C.   Discussion and consideration to ratify the submission of the Governor's Office of Highway Safety (GOHS) grant for Police Traffic Services and Impaired Driving and approve Resolution No. 1792 and request to City Code 2-4-10A prior discussion rule .  (Chief Dale Walters)

Resolution No. 1972 - A Resolution of the Mayor and Council of the City of Globe, Gila County, Arizona, pertaining to the submission of projects for consideration in Arizona's 2020 Highway Safety Plan, and appoint the City's Chief of Police as the City's Agent to represent the City's interest in processing of related grants.

6.   ACTION ITEMS:
 
A.   Consideration to approve the Gila County Summer Youth Program and establish summer work experience opportunities for young people in Gila County in an amount not to exceed $6100.00.  (Chris Collopy) Approved
 
B.   Consideration to approve Letter of Understanding between the Downtown Association and the City of Globe regarding revised Bed Tax Funding Requirements.  (Paul Jepson) Approved
 
C.   Discussion and approval to enter into an Administrative Services Contract with Central Arizona Governments, to administer the City of Globe's Community Development Block Grant, in the amount of $48,000.00 to be funded out of Account #21-80-52200 CIP Fund-Capital Outlay Street Construction.  (Jerry Barnes)
