AGENDA ITEM:
Consider a financial commitment of $5,000 in partnership with Dallas County and the City of Dallas in order to increase the 2020 Census response rates in the City of DeSoto and overall Dallas County.
BACKGROUND:
The purpose of the United States Census is to collect statistical data about United States citizens to determine the appropriate division of seats in the House of Representatives and provide a basis for apportioning federal taxes and funding among states.  The Census Bureau's purpose is to engage, educate, and ultimately count an increasingly diverse and growing population.

Historically, the State of Texas, and more particularly, Dallas County, has had challenges regarding census response rates.  In response to these challenges, Dallas County, in partnership with the City of Dallas has spearheaded a plan to increase the response rate for Dallas County.
FINDINGS:
On Tuesday, September 3, 2019, Dallas County, in partnership with the City of Dallas, submitted a Request for Proposal (RFP) in order to secure a vendor that will assist with increasing census response rates across Dallas County.  Specifically, the RFP is divided into four (4) independently bid tasks:
 
  1. Census Campaign Strategy Management and Oversight
  2. Census Data - Analysis, Mapping and Reporting
  3. Census Messaging and Marketing
  4. Community-based Engagement

Dallas County has requested a financial commitment of $5,000 per 50,000 population in order to be prepared for final negotiations with the selected vendor. The County has asked that each entity make the financial commitment by September 30, 2019.  The award of contract is expected to occur in November, 2019.
FINANCIAL IMPACT:
These funds are budgeted in Fund 101-55415-001-012. Note: This financial commitment is not designed to replace the FY2020 Budget allocation of $5,000 already in place.
RECOMMENDATION:
It is recommended that Council approve a financial commitment, in partnership with Dallas County and the City of Dallas, in the amount of $5,000 in order to increase 2020 Census response rates in the City of DeSoto and overall Dallas County.
