COUNCIL ACTION
Motion by Councilmember Marks with a second byf Councilmember Quarles to approve as presented. Motion passes 6-0.
AGENDA ITEM:
Consider a Resolution supporting the nomination of Michael Hurtt to serve as the Suburban Cities' Representative on the Board of Directors of the Dallas Central Appraisal District.
BACKGROUND:
In 1979, when the Dallas County Appraisal District (DCAD) was first organized, it was agreed upon by the entities of Greater Dallas County that the Board of Directors be comprised of five (5) members. One (1) member to represent each of the five (5) entities:  Dallas Independent School District (DISD), City of Dallas, Dallas County, suburban schools and suburban cities.  The members representing the suburban schools and cities would be nominated and elected by those entities, whereas the other three (3) members would be appointed by each of their respective entities.

The Property Tax Code requires that the Chief Appraiser conduct an election for the purpose of selecting representatives to the Board of Directors of the DCAD every two (2) years.  The process includes an invitation for each suburban city to vote and submit a nominee through the passage of a resolution.  The Chief Appraiser will then create a ballot from nominations received and submit it to each entity for voting.  The nominee receiving the majority of the votes cast will then serve as the suburban cities' representative on the DCAD Board of Directors.
FINDINGS:
Mr. Michael Hurtt has willingly accepted another nomination from the City as a candidate to serve on the DCAD Board of Directors.  Mr. Hurtt was first nominated by the City and appointed to the DCAD Board of Directors in 2007.
FINANCIAL IMPACT:
There is no cost associated with this action.
RECOMMENDATION:
Staff recommends Council:  Approve a Resolution supporting the nomination of Michael Hurtt to the DCAD Board of Directors.
