The City Council invites citizens to address the Council on any topic not already scheduled for Public Hearing.  Citizens wishing to speak should complete a "Citizen Response Card" and present it to the City Secretary prior to the meeting.  Speakers are limited to 3 minutes.  In accordance with the Texas Open Meetings Act, the City Council cannot take action on items not listed on the agenda.  However, your concerns may be addressed by City Staff, placed on a future agenda, or responded to by some other course.

1.   Consider Zoning Case Z-1407-19; an amendment to Planned Development-160 (PD-160), to allow 80% of the lots to have front facing garages, and adopting Ordinance. The property is located south of Danieldale Road and approximately 1100 feet west of Westmoreland Road; on approximately 101 acres and consisting of 276 lots; Applicant and Property Owner: Chad Adams. 2.   Conduct a Public Hearing and consider an Ordinance adopting the assessment rate for the Candle Meadow Public Improvement District (CMPID), the Five-Year Plan, a budget for FY 2019-2020, and levy a Special Assessment for 2019. Click to View
 
G.   REGULAR AGENDA - New Business
 
1.   Consider the First Amendment to the Interlocal Cooperative Agreement with STAR Transit for Public Transportation Services in DeSoto, for a total amount of $139,860. Click to View
 
2.   Consider an Ordinance adopting the Budget for the Fiscal Year Beginning October 1, 2019, and ending September 30, 2020; adopting the 2020-2024 Capital Improvement Plan (CIP), adopting The 2019-2020 Business Plan, and amending the Base and Volume Rate Charge For Water Service Fees, amending the Base and Volume Charge For Sewer Service Fees and amending the Sanitation rate. 3.   Consider and take a separate vote to ratify a property tax revenue increase as reflected in the FY 2019-2020 Annual Operating Budget when compared to the FY 2018-2019 Annual Operating Budget. This budget will raise more property taxes than last year's budget by $2,567,648; which is an 8.32% increase from last year's budget; and of that amount, $610,361 is tax revenue to be raised from new property added to roll this year.  Click to View

Pursuant to Texas Government Code Section 551. 0415 the City Council may report on the following items: ( 1) expression of thanks, congratulations or condolences; ( 2) information about holiday schedules; 3) recognition of individuals; ( 4) reminders about upcoming City Council events; ( 5) information about community events; and ( 6) announcements involving imminent threat to public health and safety.
 
I.   EXECUTIVE SESSION AND RESULTING POTENTIAL ACTION
 
1.   a.  The City Council will convene into Executive Session pursuant to Section 551.074 of the Texas Government Code, Personnel Matters, to discuss and consider the duties of the Interim City Manager and conduct a performance review of the Interim City Manager.

DeSoto City Council Meeting are broadcast live in their entirety on DeSoto's City Website www.desototexas.gov Government Access Channel 16 available to Time Warner subscribers on the first and third Tuesday of each month at 7:00 p.m.  A taped broadcast is aired each day on Channel 16 at 10:00 a.m., 2:00 p.m., 7:00 p.m., and 11:00 p.m. following the live broadcast.  Question regarding the broadcast schedules should be directed to Kathy Jones, Community relations Manager, at 972-230-9648. These taped broadcasts are also available to view on the City's website (www.desototexas.gov ) at your convenience.
