a.   Consider confirmation of Machele Johnson to the Planning and Zoning Commission.

c.   Consider an Ordinance of the City of DeSoto, Texas granting to Oncor Electric Delivery Company LLC, an electric power franchise to use the present and future streets, alleys, highways, public utility easements and providing for compensation to the City of DeSoto for such use.      
 
d.  
Consider a Resolution of the City Council of the City of DeSoto, Texas, finding that Oncor Electric Delivery Company LLC’s application for approval of a distribution cost recovery factor pursuant to 16 Tex. Admin. Code § 25.243 to increase distribution rates within the City should be denied; finding that the City’s reasonable rate case expenses shall be reimbursed by the company; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this Resolution to the company and legal counsel; and providing for an effective date.
 
e.   Consider authorizing the Interim City Manager to enter into a Purchase and Sale Agreement for property located at 104 North Hampton Road for a purchase price of $156,000 and to execute all necessary documents for closing on the property.
 
f.   Consider an annual contract for Video Productions Services with SKY-CAM Studios in the amount not to exceed $59,000.
 
E.   PUBLIC HEARINGS
 
1.   Consider Zoning Case Z-1400-19; an amendment to Planned Development-109 (PD-109), to change the interior side setback to five (5) feet for several lots in Phase 2; and adopting Ordinance. The property is located approximately 425 feet north of Belt Line Road, south of Shasta Street and west of Newpark Blvd; on approximately 18 acres and consisting of 73 lots; Applicant: Jeffrey Linder; Owner: Keith Hardesty.
 
2.   Consider Zoning Case Z-1396-19; an amendment to PD-105 to allow an Esports Arena (Amusement Arcade/Video Games) as an allowed use within a 4,452 square foot lease space; and adopting Ordinance. The property is located at 921 Belt Line Road, which is north of Belt Line Road and west of Westmoreland Road. Applicant and Property Owner: Bo Avery.
 
F.   REGULAR AGENDA - New Business
 
1.   Consider an Ordinance amending the Fiscal Year (FY) 2018-2019 Adopted Budget.
 
2.   Consider approval of a contract with SYB Construction Company, Inc., in the amount of $175,704.15 for the emergency relocation of a section of sewer main along Ten Mile Creek, and establish a total project budget of $210,844.98, which includes a 20% contingency. 
 
3.   Consider an Ordinance amending Chapter 12 titled "Traffic and Vehicles" by amending Article 12.600 titled "Parking and Standing" by repealing section 12.610 titled "Reserved" in its entirety; by adding a New Section 12.610 titled "Stopping, Standing and Parking" setting forth regulations for resident-parking only zones during designated hours to coincide with official school days for the DeSoto Independent School District.
 
4.   Consider an Ordinance of the City of DeSoto, Texas, amending the Code of Ordinances by amending Chapter 5, Titled, "Fire Prevention and Protection" by repealing Article 5.300, Titled "Assignment Pay" in its entirety and reserving Article 5.300 for future use; providing a repealing clause; providing a severability clause; providing a savings clause; and providing for an effective date.
 
5.   Consider a Resolution authorizing the second distribution of funds for the Neighborhood Grant Program (NGP) in the amount of $12,760.
 
G.   CITIZEN APPEARANCES
 
 
The Citizen Appearances portion of the Agenda is an opportunity for the public to address the City Council on any subject. However, in accordance with the Texas Open Meetings Act, the City Council cannot discuss issues raised or make any decision at this time. Issues raised may be referred to City Staff for research and possible future action.

NOTE: Citizens will be afforded 3 minutes to speak.
 
H.   ITEMS OF COMMUNITY INTEREST
 
 
Pursuant to Texas Government Code Section 551. 0415 the City Council may report on the following items: ( 1) expression of thanks, congratulations or condolences; ( 2) information about holiday schedules; 3) recognition of individuals; ( 4) reminders about upcoming City Council events; ( 5) information about community events; and ( 6) announcements involving imminent threat to public health and safety.
 
I.   ADJOURNMENT OF REGULAR SESSION
 
J.   EXECUTIVE SESSION AND RESULTING POTENTIAL ACTION
 
1.   1. The City Council shall convene into executive session pursuant to Section 551.076 of the Texas Government Code to deliberate the results of a security audit and the implementation of security devices/measures related to the City's outdoor warning siren system.

2. Take any necessary action as a result of executive session.

DeSoto City Council Meeting are broadcast live in their entirety on DeSoto's City Website www.desototexas.gov Government Access Channel 16 available to Time Warner subscribers on the first and third Tuesday of each month at 7:00 p.m.  A taped broadcast is aired each day on Channel 16 at 10:00 a.m., 2:00 p.m., 7:00 p.m., and 11:00 p.m. following the live broadcast.  Question regarding the broadcast schedules should be directed to Kathy Jones, Community relations Manager, at 972-230-9648. These taped broadcasts are also available to view on the City's website (www.desototexas.gov ) at your convenience.
