DRAFT Fiscal Year (FY) 2019 Multimodal Surface Transportation Priorities List (MMPL) - Update
Each year, the MPO Board and its committees review and take action on the Multimodal Surface Transportation Priorities List (MMPL). The MMPL is made up of projects from the MPO's Long-Range Transportation Plan (LRTP) and is used to develop the Transportation Improvement Program (TIP) and the Florida Department of Transportation's (FDOT's) Tentative Work Program. The MMPL was last approved by the MPO's Technical Advisory Committee (TAC) and the Citizens' Advisory Committee (CAC) on April 26, 2017 and by the MPO Board on May 11, 2017.

At the November 15, 2017 TAC and CAC meetings, and at the December 14, 2017 MPO Board meeting, MPO staff presented a newly formatted version of the MMPL which identifies projects by the funding sources available to them (state funds, federal funds, etc.).The goal of the new format is to provide insight in regards to available funding, funding currently allocated, and funds still needed for the proposed projects on the List.

For the past several months, MPO staff has continued to work with local partners and FDOT to develop recommendations and amendments to the MMPL which take advantage of available state funding and facilitate the funding of priority projects which are considered to be "program ready." MPO staff will seek feedback on the newly revised FY 2019 Priorities List at the May 23, 2018 TAC and CAC meetings, and at the MPO Board meeting on June 14, 2018. Final approval of the List is expected to take place the following month.

To view the DRAFT FY 2019 MMPL, please see Attachment 1. The two columns to the far left compare the old priority number with the revised priority numbers. Also, please carefully review the "Notes" column for additional information on each project. The four columns towards the right of the table under the heading "Program Ready?" identify if each project has met all of the requirements needed to be considered program ready (depicted with an "X" for compliance). Projects must be program ready (clear scope of work, approved resolution, cost estimate and collaboration among partners) to be considered for funding. An additional column to the right of the "Program Ready?" columns, titled "Mode," has been added to show what type of mode is being improved by each project listed. Attachment 2 summarizes the projects removed from the List.

MPO staff will make a presentation (to be added to this item prior to the meeting) at the meeting in order to solicit feedback on the List.  Questions and comments will be addressed.
