DSA-17-00063Request by Sam Clegg for property located at 1205 E. Sunset Drive:
a. To allow a second driveway whereas City Code Section 17.56.100 limits single family uses to one drive access per property unless specifically approved by the Planning Commission. (Planner Laura Blakeman)

This matter was tabled at the June 1st Planning Commission meeting to the July 6th meeting due to the fact that the applicant/owner, Mr. Clegg was not in the audience. 
Since that time, Staff has been informed by Mr. Clegg that he will be in Pittsburg for a 3-week training and cannot attend the July 6th meeting.  Mr. Clegg, has requested that the Commission table the project to the August 3rd Planning Commission meeting.

Overview of Request:

Based on a Code Enforcement violation stating that the owners were parking in their front yard, the owners contacted city staff to inquire about having a second driveway.
The owners have five vehicles, with one parked in the garage, three parked on the existing driveway and one vehicle that needs to be parked preferably on the property. The owners stated that they would like to pour two concrete strips (2’ x 20’) for a secondary driveway along the east side of the property to park one of their vehicles.  The owners have stated that they do not like to park along the street, as there is a lot of drivers that use Sunset Drive and there have been a couple of hit and run accidents. 
According to City Code section 17.56.100, single family uses are limited to one drive access per property, unless additional driveways are approved by the Planning and Zoning Commission:
According to City Code section 8.12.050, the improved parking area cannot exceed a maximum of fifty percent of the combined front yard area. The owners submitted a site plan that shows the location of the proposed driveway, which consists of two concrete strips.  Based on the site plan, the owner would meet the 50% maximum driveway area requirement.
Staff consulted Duane Eitel, City Traffic Engineer regarding the second driveway and the impact it may have on the street and traffic conditions.The property is accessed off of Sunset, Drive, a local street, according to the Traffic Engineer, Duane Eitel, there are no traffic engineering issues with adding a second driveway at this location. 
Staff is recommending the Planning Commission table DSA-17-00063, to the August 3, 2017 meeting to allow the owner to attend the public meeting.    

If the Commission decides to hear the case, Staff recommends the Planning Commission approve DSA-17-00063, to allow a second driveway location at 1205 E. Sunset Drive.
