SUBJECT:
Request by Lily J. Etal Lambath to change the zoning from R-1 (Single-Family Residential) to B-2 (General Business) for a 4.14 acre site, generally located on the north side of Gila Bend Highway east of Burris Rd (APN 503-47-063A).
RECOMMENDATION:
The Planning and Zoning Commission heard this request on June 2, 2016.  See Exhibit A for P&Z minutes.  Planning and Zoning Commission recommends that City Council approve the zone change request from R-1 to B-2 with the following conditions of record: 
1.  A 15 ft. landscape buffer shall be provided along the north property boundary adjacent to the residential lots.  Said buffer shall contain 1 tree  per 30 ft. and an 8 ft. block wall.
2.  Detached signage to be limited to 16 ft. in height. 
DISCUSSION:
The subject 4.14-acre property is at the corner of two arterial roads, Gila Bend Highway and Burris Rd.  It is also between developed single-family residential to the north (Western Manor) and designated industrial property to the south and west.  Because of this, this site is considered to be well suited for commercial development and it would be appropriate as a B-2 zoned property .  City Code requires that a Major Site Plan accompany development of B-2 sites which would help ensure  impacts are mitigated between this property and adjacent residential.  To promote compatibility between commercial and  the existing residential,  two conditions of record and recommended by the Planning and Zoning Commission discussed within the Recommendation section.   If approved by City Council, these conditions would be requirements of the development of this site.   See Exhibit B, Staff Report, for more information. For legal description and zoning exhibit, see Exhibit C.
