SUBJECT
DSA-16-00078 - Request by Bowman Consulting for the following land use approval for the undeveloped portion of Villago, including approximately 1,246.3 acres located south of Val Vista Blvd., north of McCartney Rd, and east of Pinal Ave.
a. Major Amendment to Villago PAD.  Said amendment includes the following changes:
1. Modify the circulation study including the realignment of Trekell Rd 
2. Remove Office/Business Park land uses
3. Modify the Medium Density Residential location 
4. Address the updated Casa Grande Municipal Airport Noise Contour Map
5. Modify development standards of the Single Family Residential  (Planner Joseph Horn)
Motion made to forward favorable recommendation to City Council with modifications regarding side yard setbacks.   Motion amended and passed 5-2.  No vote taken on motion regarding a recommendation to City Council on the amended PAD Amendment. 
 
  
DISCUSSION
The proposed Major Amendment to Villago PAD includes the following changes:
  1. Modify the circulation study including the realignment of Trekell Rd
  2. Remove Office/Business Park land uses
  3. Increase the acreage designated as Medium Density Residential
  4. Address the updated Casa Grande Municipal Airport Noise Contour Map
  5. Modify development standards of the Residential Land Use
  6. Reduce Regional Park size from 40 acres to 30 acres
  7. Community Center is replaced by a Neighborhood Facility

RECOMMENDATION
Staff recommends the Commission forward a recommendation to approve the Major Amendment to a PAD Zone/Preliminary Development plan (DSA-16-00078) for Villago PAD to City Council with the following technical modifications:
 
  1. Provide a yield analysis map and table for all Low Density Residential (LDR) parcels and Medium Density Residential (MDR) areas. Include open space area and percentage
  2. Modify graphics to match all other graphics (Frontier St alignment)
  3. Remove all cross-outs on final PAD submittal
  4. Define “Neighborhood Facility”
  5. Modify the PAD Guide to reflect that the Medium/Large Lot (minimum width of 55’) shall be subject to minimum 5 foot and 10 foot side yard setbacks.
  6. Matrix - Note that setbacks are to be based on minimum lot width
  7. Revise density to not exceed 4.0 DU/AC.  Density is to be calculated using gross acreage.  Remove the word net from any reference to DU/AC calculations.  
  8. Remove #14 and #15 “in the event development regulations……”
  9. Please modify the Block length statement to read “Blocks in excess of these criteria will be required to obtain a variance per City Code 16.12.300”
  10. Modify development standard to read “A 45-foot setback between commercial structures and adjacent property boundary of residential uses also applies” and remove “open space and right of way within residential subdivisions may be located within the 45 foot residential boundary setback.”
