SUBJECT
DSA-17-00040 - Request by Cameron Carter of Rose Law Group, for Cottonwood Cove, for the following land use approvals located at 426 West Cottonwood Lane. APN 504-12-006B 
a.  Conditional Use Permit to allow for recreation vehicles in a mobile home park exceeding 10 percent of the total spaces provided.  (Planner Joseph Horn) 
Approved with Condition and one Modified Condition
DISCUSSION
The applicant is requesting the ability to use up to 65% of the spaces for recreational vehicles.  This would provide the applicant the ability to have up to 71 spaces for Recreational Vehicles.  Cottonwood Cove is currently utilizing about 50% of their spaces and feels with the approval of this Conditional Use Permit they would be a to generate interest in the vacant spaces.

RECOMMENDATION
Staff recommends the Commission approve the Conditional Use Permit (DSA-17-00040) for Cottonwood Cove with the following conditions:
  1. Recreational Vehicles including Park Models be limited to a maximum of 65% of the spaces within Cottonwood Cove Mobile Home Park.
  2. Recreational Vehicles other than park models shall be limited to a maximum stay of 6 months.
  3. No accessory structures are to be permitted at spaces with Recreational Vehicles other than park models. 
  4. No permanent utility hook-ups permitted for Recreational Vehicles other than park models. 
  5. Setbacks for the park shall be:
    1. Front      5’
    2. Corner Side     5’
    3. Separation from structures on adjacent spaces     6’
  6. The Map of Dedication application for the Cottonwood right of way shall be submitted, approved and recorded prior to final approval and recordation of the Conditional Use Resolution.
  7. Block wall along Cottonwood is permitted up to 8’ in height. 
 
 
  1. Recreational Vehicles other than park models shall be limited to a maximum stay of 6 months.
  2. No permanent accessory structures are to be permitted at spaces with Recreational Vehicles other than park models.
  3. No permanent utility hook-ups permitted for Recreational Vehicles other than park models.
  4. Setbacks for the park shall be:
    Front                                                      5’
    Corner Side                                           5’
    *All other setbacks shall be 6’ separation between structures from adjacent spaces. 
  5. Map of Dedication for Right of Way along Cottonwood Lane shall be submitted, approved and recorded prior to the final approval and recordation of the Conditional Use Resolution.
