SUBJECT:
Award of Contract to Mountain High Excavating, L.L.C. for construction of a right turn lane southbound on Arizola Road at Kortsen Road. 
RECOMMENDATION:
The City went out to bid for this project and received three bids with Mountain High Excavating, L.L.C. submitting the lowest and most responsible bid. The tabulation sheet is attached for Council's review.Staff Recommends the Mayor and City Council authorize the City Manager to execute a contract with Mountain High Excavating,  L.L.C. for a total base bid amount of $77,722.61 and a 20% contingency for a total amount not to exceed $93,267. 
 
DISCUSSION:
This segment of roadway has significant delays caused by the number of vehicles turning right while southbound on Arizola Road. The intent of this project is to construct at right turn lane to alleviate congestion.  The project includes the removal and replacement of existing pavement and curb sections.

Rick engineering was hired through our engineering on-call to design the project.  The installation of a traffic signal at this intersection was considered.  However, after analysis it was determined a signal is not necessary at this time and construction of a turn lane would provide improvement in traffic flows and safety at that location.  This contract will provide for the construction of a right turn lane southbound on Arizola Road at Kortsen Road.  We received three bids and Mountain High Excavating was the lowest.

Three of the four corners of this intersection have been improved through development with the southeast corner remaining undeveloped.  As this corner is state land, no improvements will occur until development drives the need.  Until that time, the addition of the turn lane will help with most of the issues with that intersection.
FISCAL IMPACT:
A traffic signal was originally budgeted at $400,000.  However, since we are only constructing the right turn lane and not including the signal it saves the City approximately $300,000 in design and construction costs.  The funding for this project comes from streets, account number 21-201-100-16-029.
