Public hearing and consideration of a request by Bulldog Tires for the following land use approval for property located at 508 E Cottonwood Ln. with the B-2 (General Business Zone):
a. DSA-19-00125:  Conditional Use Permit to allow a tire sales, repair, and mounting business. (Planner James Gagliardi)

508 E Cottonwood Ln. is located in the B-2 (General Business) zone district.  The applicant is requesting to locate a tire sales, repair, and mounting business at this location.  The B-2 requires a Conditional Use Permit for this type of business.  Attachment 1 is an overview of this request, including the review criteria necessary to consider.  There are embedded exhibits including the resolution which will be recorded with the County if approved.
Staff recommends that the Commission approve DSA-19-00125, a Conditional Use Permit for a tire sales, repair, and mounting business within a B-2 zone at 508 E Cottonwood Ln. and its associated Resolution DSA-19-00125, with the following specific conditions: 
  1. Striping meeting City requirements for a minimum of 11 spaces (including any existing parking) must be provided on the site prior to the operation of the business.  
  1. Nothing can be stored taller than the 8 ft. screen wall within the property’s rear 15 ft. setback and within the minimum 0 ft./ 15 ft. side setbacks.
  1. A minimum of a 25 ft. drive aisle shall be maintained. 
  1.  Any tenant improvement  must meet the following City Fire code procedures:
  1. A fire flow test will be required within any tenant finish
  2. 2018 IFC requirements for hydrant spacing and fire flow will be required for any tenant improvement
