SUBJECT
Public hearing and consideration of a request by Skylar Whitfield for the following land use approval for property located at 54 N. Vista Ave:

a. DSA-19-00090:  Conditional Use Permit for the proposed Another Chance Group Home for young males ages 8 to 17 years of age in an R-1 (Single-Family Residential) zone district. (Planner Laura Blakeman)

DISCUSSION
The applicant, Skylar Whitfield, currently operates a residential facility with 6 residents located at 54 N. Vista Avenue.  Mr. Whitfield is requesting to increase the number of residents to 10, which would be classified as a group home with approval of a Conditional Use Permit.    

The operation of a residential facility and group home allow for the same type of provided care; however the residential facility is limited to 6 persons maximum plus two staff.  A group home does not have a limit on the number of persons within the facility although each Conditional Use Permit typically does limit the number of persons who can reside in the group home.
 
Another Chance Group Home provides a positive, safe and structured home for children who are displaced due to being victims of abuse and abandonment, etc.  The facility is dedicated in helping children reach their highest potential by providing life skills, social, emotional and recreational activities.

Because Another Chance Group Home is requesting to increase their clientele, from 6 persons to ten persons, they fall into the group home land use category.  According to the City Code, a group home use is allowed on a Conditional Use basis within single-family residential zoning districts. The Conditional Use Permit requires approval of the Planning and Zoning Commission.
RECOMMENDATION
Staff recommends the Planning Commission approve DSA-19-00090:  Conditional Use Permit for the proposed Another Chance Group Home for young male’s ages 8 to 17 years of age in an R-1 (Single-Family Residential) zone district located at 54 N. Vista Avenue with the following condition:
 
  1. The group home shall be limited to ten or fewer minor’s operated by the Another Chance organization.  Any request to increase the number or type of residents, or group home operator, will require conditional use permit approval by the Planning Commission.
