Public hearing and consideration of a request by David Timmons Architectural Design Studio
for the following land use approvals on .621 acres located at 1591 N. Pinal Avenue on the southwest corner of Pinal and Cottonwood:
DSA-19-00042: Conditional Use Permit
to allow for the use of a Convenience Food Restaurant (Drive-Thru).
DSA-19-00043: Major Site Plan
to create a Riliberto’s drive-thru restaurant. (Planner Joseph Horn)

The proposed project is a new 2,764 square feet, Riliberto’s restaurant with a drive-thru feature, 25 off-street parking spaces, a small outdoor seating area, and surrounding landscape. The Riliberto’s is proposed to be located on the southwest corner of Pinal and Cottonwood. All of the existing structures have been removed from the site to allow for this new development.
Throughout the Site Plan process the applicant and the City had to adjust the site design due to concerns of the traffic at Pinal and Cottonwood. The City has allowed the applicant to utilize the existing alley to integrate a longer queuing line for the Drive-thru and shift the access to the site further west in an attempt to alleviate some of the traffic concerns. An amendment to the Traffic Impact Analysis has been provided and reviewed by staff.
Staff recommends the Commission approve DSA-19-00042, a Conditional Use Permit for a Convenience food restaurant with the following conditions:
The drive entrance on Pinal Avenue shall be limited to right-in/right-out.
Free-standing signage shall be limited to monument-style no greater than 12 ft. in height.
The abutting alley along the developing area of the lot is to be improved by the developer with a high-standard of asphalt thickness-three inches of asphalt (12.5 mm) over 6” of ABC.
Staff recommends the Commission approve DSA-19-00043, a Major Site Plan for Riliberto’s.
